Clients to be able to bulk deactivate users

Having many active users can clutter up the UI for users of the workplace, on individual page and scheduled report filters for example.

If we create a feature where they can deactivate a bunch of users at once based on a simple criteria of 'user not logged in for an X amount of time', this would declutter the UI and allow filters to run quicker.

Currently, we can do this manually and have done it for a few customers.
